The administration “is utilizing all the tools available to ensure farmers have what they need to continue their farming operations,” a USDA spokesperson wrote to Vox, adding: “Our government is taking bold steps to strengthen school nutrition, including the Whole Milk for Healthy Kids Act, which would bring whole milk back to school cafeterias.” The agency did not respond to the criticism that it is overly deferential to the dairy sector. A dairy group and two large dairy companies complained to the USDA, resulting in the agency sending out a memo to school food directors that water offerings cannot interfere with the sale or marketing of milk.
