Trump appeals trial loss over Portland troop deployment plan


The Justice Department seeks to overturn a Nov. 7 finding by a federal judge in Portland who held the first trial over Trump’s effort to deploy troops to Democratic-led cities. Oregon and the city of Portland, which Trump described as “war ravaged,” sued in September to block Trump’s planned deployment of 200 National Guard troops over the objection of the governor. Immergut determined that the protest situation in Portland didn’t meet the circumstances for deploying troops under the law, such as a rebellion or when federal law — in this case, immigration law — cannot be enforced with “regular forces.”
