The briefing was read by the Chairman of the Board of Trustees of the ACF, Bashir Dalhatu, on behalf of other northern institutions, including the Sir Ahmadu Bello Memorial Foundation, Arewa House, CEDDART, Arewa Research and Development Project, Arewa Defence League, and the Miyetti Allah Cattle Breeders Association of Nigeria. He described the tragedy as the work of “rogue elements of the Nigerian military,” adding that it plunged the country into a chain of crises that culminated in the 30-month civil war and the loss of hundreds of thousands of lives. Dalhatu also lamented the rise in out-of-school children, the persistence of the Almajiri system, the high cost of governance following the creation of 19 states from the old Northern Region, worsening inter-communal conflicts, and growing insecurity.
