The council said the measure was part of an effort to find $3.2 million in savings next year, with an $11 million shortfall projected over the next four years. "If you drive through the bushes around Talbot in the area now, you can see illegally dumped waste everywhere and that'll have an enormous cost to clean that up," he said. The concerns were echoed during a tense debate at a council meeting last week, where Councillor Liesbeth Long described community response to the plans as "disbelief and genuine angst".
