He alleged that through the extension, BMC's building maintenance department is attempting to favour two companies that have a controversial track record, and sought that the tender process be transferred to another department.In a letter to BMC chief Bhushan Gagrani, Kotecha, who represents Mulund, accused the chief engineer of the building maintenance department of deliberately stalling the tender process and repeatedly extending deadlines. Thereafter, the deadline was extended twice, first to Oct 3 and then to Oct 17, which meant an overall extension of about a month.Kotecha claimed that despite the pre-bid meeting taking place over four weeks ago, no official replies have been given on the queries raised by bidders. The tender is an engineering, procurement and construction contract, wherein the design and drawings will be issued by the consultant appointed by BMC, and the bidder has to submit rates/quotes based on the designs provided by the civic body.
