The plant is in an area that has been under Russian control since early in Moscow's invasion of Ukraine and is not in service, but it needs reliable power to cool its six shutdown reactors and spent fuel, to avoid a catastrophic nuclear incident. The railway did not report any casualties from the attack, which occurred in the town of Fastiv, but Ukrainian President Volodymyr Zelenskyy said the station had "burned down". The ship entered Bulgaria's territorial waters on Friday under tow by a Turkish vessel, but the mission was abruptly abandoned, leaving the tanker to drift across the sea without power before stranding less than a nautical mile off the shore.
