In the aftermath of the Final War, the demand for heroes has stabilized, giving Pro Heroes more balance and space to exist beyond constant crisis, which is what allows Uraraka to establish a national quirk counseling program and Shoji to work as an advocate. Paired with Deku being given a second chance to work as a Pro Hero and a genuine love for his job, the series allows for a sense of renewal and continuity. The story takes place roughly five years prior to the events of the main story and follows Koichi Haimawari and his allies Knuckleduster and Pop Step as they operate outside the official hero system as vigilantes.
