Following the 1962 Cuban Missile Crisis, the U.S. and USSR reached an agreement: the Soviets removed nuclear missiles from Cuba, and in exchange, President John F Kennedy pledged publicly and privately the U.S would not seek to evwr invade or topple the Cuban government if Cuba never again allowed nuclear missiles in Cuba. John Bolton says this is only the beginning of a much longer process for Venezuela and that the entire regime must be dismantled That's the problem.
