During the Whiskey Rebellion, President Washington did not primarily use the Pennsylvania militia but relied on New Jersey, Virginia, and Maryland militias and the then small Regular Army to suppress the Pennsylvania rebels. During the anti-integration riots in the South, Presidents Eisenhower and Kennedy Federalized the state National Guard units but used Regular Army troops to suppress the riots. I would imagine the governors of the Southern states object to Federal Troops in their states back in 1861, but when you not only allow but support insurrection you can expect the President to respond.
