Mr Lavrov's failure to attend the ASEAN meeting in Kuala Lumpur last month, and the fact he is not going to be part of Russia's delegation at the G20 summit in South Africa on November 22 and 23, are also unusual. But Mr Petrov told the ABC the hasty cancellation of plans for Mr Putin and Mr Trump to meet was significant, in that it could represent a public divide between Russia's Foreign Ministry and the president's office — something seldom seen.
