Beginning in the middle of the 19th century, the Amercian Medical Association set out to make licensing of physicians a reality in every state. One way to solve that problem is to expand the number of providers and the scope of services they are allowed to provide. Singer introduces us to the “iron law of prohibition,” which holds that as law enforcement of prohibited drugs becomes more intense, the potency of the prohibited drug increases.
