Both in the US, and Gaza... and the world there is a tendency for rival factions to take violent action for the rival group to appear to be humanitarian...and for the rival group to make friends with the populace. Thus Hamas does not want anti-Hamas groups, both Israel and others, to get credit for Humanitarian actions, nor to soften the Palestinian civilian image of the enemy. Hamas is as embedded into the civilian population as the Boers in South Africa were embedded to the Kommandoes who fought the British in the Boer War.
