Fallout Showrunner Reveals Western Icon's Influence On Walton Goggins' The Ghoul

First introduced in the show adaptation's past timeline, Goggins plays the semi-dual role of The Ghoul and Cooper Howard, a Hollywood actor who also serves as a spokesperson for Vault-Tec, only to become horrified by their plans for the Great War. When asked about making The Ghoul into an appealing character, in spite of his more haunting exterior appearance, the co-creator/co-showrunner expressed that the charismatic qualities of him are "his natural demeanor," but was also "very integral to the design" of the character. I think Graham and Jonah and I were all really drawn actually to the fact that he had this very interesting take on the character that he wanted to play in the Legion, and it really reminded us of Caesar in the game, who is surprisingly thoughtful for someone who runs such a brutal organization and such a cruel organization.
