Many of the cuts to local health departments started in March when Elon Musk, then-adviser to the Department of Government Efficiency, terminated more than $11 billion of public health funding nationwide. “At the end of the day all of the liability and all of the risk is on the county, and we’re talking millions of dollars,” Carrigan said. “If we do care about the health of Americans and people who live here and the health of Orange County residents, then we need to put more focus on funding these services,” Kelley said.
