The WA state government constructed the housing in Punmu during the 1980s as the Martu sought to return to the desert after they were forcibly removed in the early 20th century. But Martu elder and Punmu resident Milton Chapman says the significant resources being mobilised in Newman neglect the root of the issue: a lack of housing in remote communities. "The rate of offending in [the Western Desert communities] … is identical to that of the general population," the report read.
