It’s highly unlikely that Marvel would keep him alive at the end of Captain Marvel just to kill him off-screen, so it’s safe to assume that he’s still alive. It’d make sense to include story elements that answer old mysteries about the character as well as celebrate her character arc to show how much she’s grown since Captain Marvel, and bringing Yon-Rogg back among the growing cast could be part of the answer.
